Mr. Miller has over thirty-one years' experience in architecture, architectural conservation, historic preservation and preservation planning in both private practice and various levels of government. He has worked extensively throughout Canada, the United States of America, the Caribbean, New Zealand and the United Kingdom. In Canada, Murray was Period Architect for Public Works Canada; Senior Heritage Planner for the City of Victoria; Principal Heritage Planner for the City of Edmonton; and Provincial Heritage Conservation Officer for Saskatchewan’s Ministry of Tourism, Parks, Culture and Sport. In the USA, he was the Historic Preservation Officer for the City of Phoenix and Principal Historic Preservation Planner within the Historic Resources Division of an environmental planning practice in California; in New Zealand, he was the Senior Heritage Conservation Planner for the City of Christchurch; and in the UK, he was the Senior Executive with Heritage Architecture Ltd, a private practice of conservation architects and historic building consultants in Manchester and London.
Mr. Miller has acted as an expert witness for local authorities and property developers in the Environment Court of New Zealand regarding high profile heritage projects, formulating Justification Statements in relation to the impact of new development on listed buildings and conservation areas. He has undertaken visual impact assessments of new development in sensitive areas and has provided conservation advice regarding the alteration, refurbishment and extension to listed buildings in the UK. Throughout Canada, Mr. Miller has advised Ministries, local governments, architects, developers and property owners on built-heritage in accordance with the Standards and Guidelines for the Conservation of Historic Places in Canada. In the USA, he has participated in the identification, evaluation and documentation of historic resources and was responsible for the resolution of project issues in compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties and the assessment of impacts on historic resources in accordance with federal, state and local environmental, cultural and historic preservation regulations including CEQA.
Mr. Miller is a Member of the Royal Architectural Institute of Canada; Associate of the American Institute of Architects; Member of the Canadian Institute of Planners, a Registered Professional Planner and a Chartered Planner of the Royal Town Planning Institute; Associate of the New Zealand Planning Institute; Member of the Canadian Association of Heritage Professionals; Member of the Institute of Historic Building Conservation (UK) and a member of the College of Traditional Practitioners of the International Network of Traditional Building, Architecture and Urbanism (INTBAU).
